Default Repainting front lip...HELP

I painted my front lip and did a shitty job of it and the paint has started chipping and flaking off. I took it off and I am going to repaint it and take my time this time. My question is, how should I go about removing the old paint? I would just sand it down well and paint over it, but I am afraid the paint will continue to chip underneith and affect the new paint. Would sanding it all the way down be my best option, because that is going to take forever. Thanks for the help guys

I am going to get the entire car repainted professionally in about a year or so. I just want to paint the lip in the meantime to hold me over.

I used a plastic safe paint remover, sanded it down, threw on new paint.
