Default Can a short in the Shifter Lock Solenoid cause Engine Check light error?

1992 Honda Civic LX:

Can a short in the Shifter Lock Solenoid cause Engine Check light error?

When I turn the key to the ON position the check engine will light and the car will not start.

If I leave the key in the ON position for about 2 minutes the engine check light will sometimes begin to flicker on and off rapidly and at the same time the Shifter Lock Solenoid can be heard actuating in and out.

After turning the key to the ON position several times and leaving the key in the On position for about 1 to 5 minutes, the engine check light will sometimes turn off (followed by a click at the Shifter lock Solenoid) and the car will start right up.

At other times after turning the key to the OFF position, the Shifter will NOT be in a lock status. You can take the key out and stil the car can be shifted in and out of Park.

This is my boy's college car and I really need to get this thing running as soon as possible.

Thanks guys !!!
