in a cops mind, "its illegal to modify ur car to get more horse power and those companies just say that those thigns r 50 state legal so kids like u buy them." quote un quote from about 1-2 yrs ago from a cop who pulled me over. So really its in the mind of the cop and if ur worried about emissions weather or not u pass.
