Default engine temp related to vtec?

i have 2 questions.

1. Where should my temperature needle have to be when the car reaches operating temp in order for vtec to kick in?

2. My cooling fan is wired to the ignition so its on all the time, and also i keep getting a CEL for the ECT sensor, which i have replaced several times, and my temperature needle is usually a little over 1/4 up, not even half ways where it shud be, would this be keeping my vtec from engaging?

EDIT

P.S.: will VTEC engage if the CEL is on? i have a z6 and its hardly noticeable if it does kick in or not. I also wired an LED for the vtec and the LED doesnt come, that makes me suspect that VTEC doesnt kick in

one thing is that vtec wont kick in when is cold because of damage the engine could take. As long as the engine been running for more than 15mins from a cold start it should be fine. 1/4 of temp is ok but you should really find the problem to get thet CEL out.

ive run out of ideas on what to try to get rid of that CEL...a friend of mine suggested changing the sensor from the thermostat housing, would that be it? Also, does having my fan on all the time when the car is running, is that a bad thing?

is not a bad thing but the motor for the fan could be getting overworked. Possible that it could died. I would start from checking out fuses. Than to trace the wire for any problems with it. The last thing is to change the sensors which are to get at any junkyard.
