Radiator fan won't activate with A/C

Radiator fan won't activate with A/C
I have a 97 Accord LX and the radiator fan will not come on when the A/C is on (only the condensor fan runs). Radiator fan comes on only when engine coolant temp switch activates. I have checked out the fuses and relay. Could it be the ECU or the radiator fan control module.
