looks like a VAFC kinda thing, add/remove fuel based on tps and map sensor readings

If your going to go with the JRSC then I would get a chipped P28 and run crome/uberdata.

So I would order a p28 chipped ecu and harness. Plug it in and get 15 whp plus the option of tuning it more down the road?

look... if your running a stock motor there really isnt a point to get a chipped p28... i mean yeah you might have I/H/E but is it really worth spending that much money on getting it tuned? I mean, you get the supercharger then you have to retune your motor... to me its just a waste of money...
