Default Integra 4wdb conversion...brakes lock up

Hi, I've been reading through a bunch of brake threads and trying to figure out my brake proportioning issue. My setup consists of just the integra 4wdb conversion, axxis metal master pads, stock MC, and stock 30/30 proportioning valve. Since it's a 30/30 valve, it would be an equal ratio of fluid being pushed to the front and the rear as the 40/40 valve...or so I've read. My issue is that under hard braking my fronts would lock up, although, I've noticed that when my brakes are warmer that they don't lock up as easily but still lock. I'm absolutely sure there is no air in the braking system and that all of my calipers are in working order. So, what do I do? Should i get a proportioning valve such as a 30/40 so that there is more fluid baised toward the rear?

The reason I figure this was worthy of a new thread is because I have searched and have not gotten any useful information on locking brakes under actual braking. Also, I've driven my buddy's hatchback with JDM EG6 front brake conversion (rotors and calipers are almost exactly the same size, although I haven't taken exact measurements yet) and a regular rear disk conversion and when I hit the brakes hard they don't lock up like mine do.

Well thanks for reading this and thanks to anyone with useful input in advance!

It's because you don't have ABS and don't brake so late.
