Yes. It's a plug for a pressurized oil passage that's used to feed oil to the block and head.
You use a 14mm allen-head, internally-wrenched socket with an impact or a break bar. It's on there pretty tight, so an impact is highly recommended to loosen it.
I think it's a 28mm crush washer. You can use a crush washer from a '88 to '91 Prelude's crankcase vent plugs. I don't think parts diagrams show them for these engines.
