need help w/itr head installation

Default need help w/itr head installation

were putting an itr head on a b16.
but when we (me and my friend) put on most of the head.
the cams dont turn.
we hooked up the timing belt, and turned the crank and the belt would skip teeth.
we didnt start it.
like the cams are just locked up in there you know what im saying.
we torqued the rod bearing bolts to the specs on the chiltons.
no luck so far.
any help please

Is the crank at TDC?
Are the Cams at TDC?
Rod bolts? what does that have to do with a head swap?

yeah both are at tdc.
doh!!! my apologies not ROD BEARING BOLTS.
cam bearing cap covers(the ones that go over the cams).

if the belt is skipping, the belt is too loose.
also check to see if you can move the cams with a wrench
