Looking at the d15b7 and d15b8 heads laying on the floor they look identical except the 16 valver has twice as much junk.

Can someone tell me the reason I can't put the 8 valve cam in the 16 valve head to get the equivalent of the 8 valve head but without the swap?

the lobes probably wont line up with the rockers.

 

The lobes line up perfectly, I don't see a problem with the cam opening the lobes as it should, but *shrug*

 

so your saying the one lobe is wide enough to push both rockers?

 

I'm saying the goal is to have only 8 rockers being pushed, not 16.
