h22a1 is naturally fail safe in a sense because it's a reliable factory motor.
i'd go with the h22a1.
make your own decisions in life and search.
but your basic answer will be: yes the h23a1 frankenstein with the h22 vtec head and functioning vtec system will make more power than a h22a1. but the reliability of the h22a1 over a frankenstein is enough reason to save yourself a myriad of future headaches. so if you are noob, go h22a1.
