Default Need help, crank/cam timing wont stay the same.

I lined the cam/crank both to tdc. While the belt was on it was good. Turned the crank clockwise to tension belt. Turned it all the way so the cam was at tdc marking, and then the crank was a few degrees retarded, when it should have been right at TDC. How is this happening???

Well nevermind I figured out why they didnt match. The belt was loose enough where the crank could move a few degrees andand not have an impact on the cam gear. I have tighten it down to where it they are tight but not super tight. I have loosened the tensoner and moved the cam gear 3 degrees, like 3-4 times and still cant get it to where i would like it. Its still "flaps' a little.
