Default Running rich in cyl 4, What might cause this???

My car (2000 Civic SI w/b16a2) is running rich in cyl 4 and i don't know why. My timing marks on the cam gears dont line up. Off by one tooth. Im getting it fixed with a new timing belt in a day and was wondering if this could be my problem?? I also checked the spark plug on cyl 4 and it had caked up carbon on it all over. My other guess is a leaking injector. what do u guys think????? I do have a CEL for system too rich.

Well, with the engine running with all those problems you said above, you pretty much answered your own question. Is it throwing a CEL? whats the fuel pressure?
