Default VTEC doesn't engage after putting in a OBD2A P73, but does engage in others ecus

Ok, some background info:

2000 Integra GSR (OBD2B)
b18c1 /w pr3 pistons
p72 head with itr valvesprings and cams
skunk2 manifold and itr tb

I have 4 different ECUs:

1. OBD1 P28 with some "itr" program
2. OBD2b P73 - USDM ITR ecu
3. OBD2b P72 - USDM GSR ecu
4. OBD2a p73 - 97 or 98 USDM ITR ECU

Okay, my problem that VTEC doesn't engage. Simple as that. I have no CELs and no signs of "limp" mode. VTEC engages on 1-3 on the list of ECUs but not on the last one (obd2a)

I'm using undamaged boomslang harnesses on the obd1 and obd2a ecus

Oil level is fine.

Anyone know whats going on?

heres a pic of my car to lure u in:
