There's a fan switch on the thermostat housing (follow the lower radiator hose). Unplug that & see whether it turns off. If that turns it off, you need a new switch.

also check your relay maybe stuffed check with a multimeter for closed circuit when unpluged if 4 pin two will have continuity with a high risistance and two will be open circuit when unpluged

Take the handle of a screwdriver and tap on the fan relay when they are running too long. If they shut off the relay is bad. I see it on 94-95s all the time in the summer.

94 accord? well from what I remember, there's a timer for the fan and there's two temp switches. what I usually try first is swap the relay with the one next to it. if that doesn't work, i usually start by disconnecting the two temp switches. i go with the one closet to the upper radiator hose. if disconnecting it shuts it off, replace that switch.

The fan switch in the thermostat housing is responsible for switching the fan while the engine's running. The other one is responsible for switching the fan after you turn off the engine.
