KMS EGR Block Off or Hondata Intake Manifold Gasket ?
Eh..they both do totally different things and are both realatively cheap. IM gasket is probably the best choice, though...

More specifically the EGR regulates combustion temperatures for emissions purposes by letting exhaust gas into the incoming air.
I just passed my state inspection 100% legally without any emissions equipment still on the car and I was reading about it at the inspection place.

correct me if I'm wrong, but it would be somewhat easy to pass inspection with a disabled EGR valve as long as the air-to-fuel ratio was tuned in a manner in which the amount of NOx wasn't especially high due to too lean of a mixture

Actually the inspector asked me right off if I still had my EGR and that it could affect emmisions. He also said that I could have a problem if I was running rich....
I do think you can pass without an EGR if your car is tuned properly.
