Default Buying a prelude, what to look for?

I found an 01' Black Prelude non-SH with 67k miles on the clock. The person selling the car has done some modifications to the car. He gave me a list,

Suspension:
Suspension Technique sway bars front and rear
SPC camber kit front and rear
Tokico Illumina 5-way adjustable shocks
Tein S-tech springs 1.3" drop front 1.5" drop rear
Shock tower braces front and rear
Lower braces front and rear

Engine:
Short Ram Intake (generic) with AEM filter
Plasma booster ingition regulator
NGK wires and iridium plugs
OBX header
Thermal cat back exhaust
Fidanze adjustable cam gears
Greddy kevlar timing and balance belt 4X stronger than stock
Energy Suspension engine mount inserts
Warlboro 255 fuel pump
B&M Fuel Pressure Regulator
ACT street/strip clutch and HD pressure plate
Fidanza 8lb fly wheel

Interior/Exterior

Razo carbon fiber shift **** and e-brake ****
Lluminar 20% tint with brow (reflects a lot of heat vs. standard tint)
Head lamp eyebrows
Clifford Alarm

Others:
Gator stage 2 chromoly axles
Battery relocated t o the trunk (to make room for a turbo which isn't on the car)
AEM brake pads up front only
Amsoil filter (2 extra besides the 1 on the car) oil just changed
Amsoil syncromesh just changed 3 mos ago
New belts
New tires Firehawk GTA (less than 100 miles on them)


The mods I am most worried about are the Cam Gears, Timing & Balance belt, Axles, and all the fuel mods. Are these mods reliable for the car? I don't plan on turboing it. He is selling for 12,300 OBO. What is the price out on the market for a prelude right now? 12K sounds pretty high.

Yeah I hear H22 burn 1qrt/500-1000 miles. I guess I'm not going to get one.
