Default o2 sensors not connected, no cel code... wtf? help?

Ok, I have a

1990 Civic Si hatchback

Motor: jdm b16a obd 0

Ecu: virgin (not chipped) pwo obd 0

I currently have a DC Sports 4-1 header, that 4-1 header only has one bung hole for the o2 sensor.

i have a obd 0 motor which needs TWO o2 sensors. at the moment i dont have no o2 sensor connected and i dont get any cel codes...

i know for a fact thats not normal...but why wouldnt it pop a cel?

I've used an obd 0 pr3 ecu and it still dont pop any cels...

if you can help me solve this problem i'd really appreciate it. thanks!

I drive it around it runs and everything. Seems like it runs good, but than again the o2 sensors aren't connected. So i'm expecting it to run better. their's a o2 sensor on it but the wires are cut so it's useless.

Try driving at highway speed for about 10 miles. It may be around town you're just operating in open-loop.
