i dont have an ef or crx. someone who wants to buy these seats does. can he change the rails out or what. i am lost on the ef. i have an EK.thanks

You cannot swap the rails to make them fit.

Inorder to make it work he would either need to swap seat pans or cut and re-weld the tabs where the seats bolt down, so that it fits the ef chassis

not true. you can swap the rails, the seat pans will need to be modified.

Actually you are correct, but in either case it is going to require some work and fabrication.
