Holy huge picture batman!
The bolts that hold it have "torque sheer" heads..
That means they are tighten to a specifed torque and the head breaks off..
You have to either used a dremel or chisel to make a slot so you
can use a flat blade on them or drill them out..
"Left hand drill bits" are also good for doing this..

----------- all correct as far as i know. :D
I just wanted to pose the question: Why do you want to remove it?
The actual switch is held onto that thingy in the back with two little screws.
The lock mechanism is easy enough to remove and replace.
Either of the 2 above methods are cheaper than doing the whole piece.
Only reason i can think of removing it is maybe to have the column chrome dipped or sumtin'.... but that's rice...
I'm not saying don't replace it... i'm just wondering if you're sure you want to.

It looks like the locking mechanism is gone..

Someone tryed to steal it probably..

there there for security.. so that if sombody tryes to un screw them they break off. I took my ignition out and I drilled and used a screw extracter. you can also just drill them out.
