Not always true. If he has a GSR like his sn says, then he would want to use special turbo cams. The stock cams dont allow much power in midrange because of longer duration so boost leaks untill higher rpm. For a GS-R you can buy turbo VTEC cams which will probably increase your midrange with manipulation of the VTEC engagement point.

Custom grind or VTEC turbo cams

 

Stock GSR intake cam with an ITR/CTR exhaust cam. The GSR cam will reduce overlap, while the lift of the CTR/ITR exhaust cam will aid in exhaust removal.
