Its not really a bad idea. I guess it depends what you are trying to accomplish. If you are going to try to go to nationals and are on a budget...dont swap. If you want to swap and go have fun..no biggie. Street mod (the class you would be in) isnt nearly as hard at the local level.

Horrible classing, car becomes even more front-heavy, limited gearing options, there are other ways to make that much torque...
H22s are fine for autocross, in Preludes, and maybe Accords if you can deal with the Grocery Getter/Soccer Mom Jokes.
The reason some people might say they are "bad" is that it classes you into a modified class. The cars in modified classes are usually purpose built autocross cars, that are designed to be very fast at autocross. This means that on the handicapping system (called PAX) you have to go really fast to compare against other people in less modified cars.
It can be discouraging for novices to the sport, as they finish in the standings waaay at the back and they quit very quickly.
Additionally, the H22 will throw the front to rear balance farther forward... and a lots of weight on the tires doing all the work = bad bad bad never ending tire screaming in agony death by understeer.

i really don't wanna be stuck with my d16y7</TD></TR></TABLE>
Eesh.. Anything is better than that motor.
IMO:
If you're committed to working with the car you have, might as well swap. A d16y7 is pure crap. I think some folks are under the false impression that it can somehow make a go of it in HS or FSP. That couldn't be further from the truth. 5G DX's look like they're on nitrous by comparison. A 1.6L motor with a 6200 rpm redline that hits the rev limit @ 40something in 1st gear and 70something in 2nd is just a dog no matter what you do. I wasted 3 seasons on that setup. Finally joined SM and have been happy as a clam ever since. Plus, it's a lot more fun to drive to work now.
Regarding the H22, a lot of folks have thumbed their noses at them in the past (including me) due to the increased weight out over the front axle, but nowadays I think people are looking at them again due to observations made as Street Mod "matures".
I think everyone is comfortable with the notion that you can't take a CSP car and add a turbo to get a SM dominator. A bunch of us thought that would be the ticket at first. Didn't work out that way though. Where the AWD's and RWD's are really hammering FWD's is in acceleration (duh). Assuming all the power they can use, the AWD/RWD's are pulling 1+ G's in acceleration while the FWD's are doing good to get 0.6. So... what would it take to get another 0.3 G's in acceleration out of a FWD while giving up a minimal amount in the lateral acceleration department? Hmmm.... I wonder if FWD street mod cars 5 years from now might share a few more things in common with FWD drag cars?

Where the hell have you been?
As long as you know and want to have fun, do the swap. Like stated before, if you kow you want to get serious keep the car stock.
I had a lot of fun with my h22a civic, although I didn't get a chance to compete with it, and if I still had it, you're damn right I would have done H2B.
