Valve Adjustment Screw Won't go out far enough... Thoughts?

Valve Adjustment Screw Won't go out far enough... Thoughts?
Trying to do a Valve Adjustment and for some reason I can't seem to get this one Valve Adjustment Screw Far enough away fro the Valve.
Could the Valve be to Tall?
The Valve Seat cut to much making to valve sit higher?
They are all New SuperTech Valves. All the rest are checking out fine.
