jumping idle when revvin?

jumping idle when revvin?
sup guys, theres a slight problem and i cant figure out what it may be.
My car doesnt have the warm up stage so i have to rev the gas and hold it at around 1500rpms for a few minutes till it warms up and then while im holding the gas down the engine revs up and down fast from 1200-1500rpm like it has cams in the engine, cant be cuz its a stock motor. I also have a slight exhaust leak on the b-pipe but i doubt it can be the problem right?
Any help would be appreciated...
