After battery died, up and down on tilt steering doesn't work
Wife's friend managed the unique trick of getting this 1998 3.5 RL to drain the batteries via the lights staying on in the "auto" setting by exiting via the passenger door and locking the car, walking away with the lights on.
After giving it a jump, of course the radio needed the code. Found that, and got it working, but only the in and out action of the steering wheel functions, not the up and down (yeah, I'mthinking what you're thinking, but that's not for this forum).
I can hear the relay activating for the telescoping action, but only silence on the tilt. Any ideas?

Fuse #17 controls the tilt and the telescoping. It's okay. I've read other experiences with malfunctioning devices after a dead battery, but I haven't seen anything on how to recover. I may try disconnecting the battery. There has to be a way to reset everything.

I used to have a radio that after a dead battery would not work again unless I unplugged the battery for approx 15 or so seconds than after hooking the battery back up it would work again. Same might be true for the RL. If that doesnt work I would check the relay for the tilt operation as it might have just coincidentally gone bad at the same time.
If you need help on how to check a relay I can help ya out as long as you have a wire tester.
