I have a 99 Civic Si. The rear calipers have 164,000 miles on them. The car stops great when using the brakes. But hardly holds its self with the ebrake and makes it hard to get a good burnout at the tracks on boosted engine.
I have replaced the ebrake cable.
I have adjusted the e-brake handle correctly.
New rotors.
New brake pads.
Only thing I can think is, with such old and high mileage calipers, maybe possibly the mechanism INSIDE the caliper that works off the ebrake cable being pulled could be wearing out or going bad and bascially not really getting all the throw into the brake piston to really LOCK the brakes suffeciently.

You could try rebuilding the rear caliper, it is possible the e-brake portion of the rear caliper isnt engaging correctly.

It's #1 in the picture runs $21.61 (only $16.21 from majestic) a side from Honda.
Good luck dude.

uhh, buy new calipers from an auto parts store. and if none of this solves ur problem, then tear it apart and do it again. theres not a whole lot to the rear braking system
The ebrake system on Honda's whether it be a caliper or drum are not the most effective devices for holding a car in a burnout box. I've noticed this on drag cars and street cars. Ecspecially when running 26 and up slicks it becomes difficult to hold the car and heat the tires up properly. Alot of the time the cars drag or just roll slowly out of the box. Even with a hydraulic staging brake the car still wants to roll out of the box. I've just come to the realization that slicks don't need huge smokey burnouts to be most effective. As I've been told the compound in todays slicks work most effectively when just warmed and not toasted.

i dont know if this is your problem but when my ebrake wasnt engagin properly it was because whoever worked on my rear brakes didn't put the ebrake cable through the stay bracket.. #25 from teh pic above, after i fixed that it was dandy... never trust just any mechanic
