Is exhaust wrap supposed to steam/smoke?

Default Is exhaust wrap supposed to steam/smoke?

I put some exhaust wrap that i picked up from summit on my downpipe last night and i notice that it is steaming/smoking for some reason when i am driving it today. i thought at first that it might be the water that i soaked it in before i put it on just steaming off, but i dont think it should be doing that anymore. anyone have any ideas or suggestions? the downpipe is stainless steel

not to thread jack, but i have some on my lower chargepipe and it rubs on my downpipe....can this stuff start on fire?
