Default issues with cold start (now it doesnt start at all) SEARCHED PLEASE HELP

MOTOR IS a jdm b20b
ecu p06 chipped for dual cam nonvtec ( tried other ecu's so ecu isnt the problem)
its in a 94 civic hatch

car use to have problems starting up ... it never really wanted to.. it would start up and id give it gas and it would die... so i would start up again and this time not give it gas and it would idle fine... after it would warm up it would be responsive with the gas and have no problems re-starting.

things that its not:
alternator (new)
starter (used-new)
distributor, cap, rotor, wires, ingition coil, and plugs _ all brand new
fuel pump.
fuel filter
fuel rail
injectors
battery has charge and water
grounds are tight.
power cable is tight
ive tried 2 different main relay's both from running cars. and stll nothing.


all of the above are good.

my relay would clikc under the dash.. but now its stopped. ive tried starting the car on a jump and still nothing.

i have healthy spark. ive thought it could be the fpr.. but ive swapped them out and still get the same result.. all and any help would be appreciated

the fuel pump doesnt always prime... it primes when i hard wire the plug going to the main relay. but not always when its connected ( the haynes manual says when u do this it should be the main relay. . but ived checked for continuity on the relay and the relay seems to be fine.)
