The clearcoat on my duckbill is in bad condition. Anybody know where a place in socal where they can clearcoat my duckbill using a clearcoat with uv protection? If so how much?

Most carbon fiber is not clearcoated, but actually gel-coated, much like marine fiberglass. Your best bet for a good finish and a long-lasting coat is to take it to a boat maintence shop. You live in so-cal, so there's bound to be a place that does fiberglass repair somewhere
