is the power to the dizzy (black yellow wire) suppose to be shielded?

i repaired mine casue it was hacked up but with unshielded cable, now the car hesitates like a **** under 3k while getting on tthe accelerator .

any other ideas what if might be>

 

and it only happens when the car is warmed up
