Can DOM tubing be purchased in stainless?

Yes, it is referred to as "seamless".

That is what the tubing has to be. But yes, it will be mandrel bent.

Tubing has to be DOM. I know I can't make one with stainless. I guess I'm looking for chromoly.

Mandrel bending and DOM are two completely different things. DOM refers to how the tubing is made, and mandrel bending is how it is bent.
