Cam reinstall, intake cam keyway wont stay facing up?

Im finishing up reinstalling my head components and the Helm's says the keyways should face up. The exhaust cam faces up no problem, but the intake faces about 10-11 o'clock. I can move it to face straight up but it doesnt stay. Is this normal? If so, do you guys just hold it and put the timing belt on? I dont remember it sitting like that after removing the timing belt for disassembly.
Just wanna make sure i didnt screw up something while assembling.

there is a special tool they make to hold the cam that rocks. But in your case there are holes in the camcap closest to the timing gear stick something in the hole when the cam is up, the cam also has a hole in it about a 1/16th'' deep this will hold the cam in place.
