Default TPS issues while running only

My cousin is having trouble with his TPS voltage on his B18c. This issue is only when the car is running and the voltage is lower than normal. While in the on position without running thevolatge is normal but while running the car idles with .2 to .3 and at WOT it is low 4.x. He has changed the wires and thinks it may have had shielded wire perviously and getting interference from the alternator. I checked all previous posts and almost all said bad TPS sensors but he has tried many new and used still the same results. He uses an SAFC to check the voltage. The car is a 1991 CRX running OBD-I. If there is any other info I can give to help solve the problem let me know, we want to get this solved asap. Thanks for reading and hopefully helping.

Is it throwing a code? If its running properly why mess with it? Are you sure the TPS is installed correctly? There are teeth on the inside that are suppose to align with the tps....

The pnly code it trhows is map sensor. It has larger injectors and it does mess with the amount of fuel. Yes it is installed correctly, I wouldnt have asked about this if it wasnt beyond my 2nd grade education....
