High NOx is usually from a bad egr, if they had those that long ago If so, open it up and clean it out good!

Time for a new car then.. if you wont listen to him about replacing your cat. just because you replaced it 3 years ago doesnt mean it is not bad. Your cat lowers your Nox, if you failed nox that is the first place to start looking....

did the 88 prelude even have egr??

assuming ur 88 lude is fuel injected and not carb'd....

high nox is caused by higher than normal temps during combustion, caused by egr not functioning properly (if ur car has one), car running lean (change out plugs/wires/cap/rotor/run injection cleaner), check sensors like MAP, IAT, etc. to make sure they are giving the ecu proper readings to determine the correct amount of fuel, the cat COULD be shot however if it was you would be failing CO2 99% of the time, since youre not failing CO2 it most likely is not the cat
