Does anyone make a 4" 3 bolt exhaust flange?
The largest I can find is 3". Really the only 4" flange I can find is a V-band, which is a little more $ than I'd like too spend.

Depends on how many you need, your finish quality, etc. When I got my flanges waterjet'd, it came to $18 per flange (12 flanges, my CAD files, friend of a friend deal). If you made your own cad file, I would bet a place with an automated plasma cutter could do it for cheap.

I agree..allows for easier fitment, and really not much more $$ If someone paid $18 as hookup price, and 2 flanges are needed for each connection thats $36 vs. $50 for a vband assembly.

Where can you find a 4" V band assembily for 50 bucks? Is that including 2 flanges?
The best price I've seen is about 19 for the clamp, and 36 each for a flange. So that comes out to be about 90 bucks.

I am an engineer at a medium sized manufacturing plant with two plasma burn tables. I am the one who draws wild stuff up on AutoCad and then writes the programs to send to the plasma table. I do personal work all the time. If you need flanges I can make them for you. In fact if you have any other needs that would be best done on a plasma table just let me know. Depending how thick you want the steel I could probably charge no more than $10 a flange plus shipping. Just let me know. Also if you need any other items burned out.
