Has anyone loosen the LCA bolts without breaking heads on old Civic's?
These bolts are biatch!!! I have heard many horrible story after they broke them. So I didn't use breaker bar but used powerful air tool with enough of PB blaster/WD40. No luck!
I think they were seized inside the bushing. What can I do next? Has anyone here successfully loosen their bolts? Your input/idea would be greatly appreciated.

Soak with PB and let it sit for a while, then apply heat from a torch. Then let it cool, reapply PB, let it sit, then heat again with the torch.
Do that 3 or 4 times, letting the PB soak for like 5 minutes at least each time, and hitting it with the torch for as long as you can tolerate each time. Your bushing will be fucked but this is a good way to break the bolt free.

on all but 1 car that i lowered, everything came out fine. the one that didn't came from utah or some place were they salted the roads.

I was thinking about it. If I use this method, what kind of torch do I need? Just regular can from the Home Depot? And how much do I need to heat it up? Until getting red? Finally, where can I get new bushings? Dealer or auto parts store?

I wasn't able to get the bolts red hot with a regular propane torch no matter how long I heated it for, but it still did the job. I think you'll need one of those oxy-acetylene torches for that kind of heat.
You can get new bushings from the dealer, although you have to get them pressed in, too. You might as well buy new LCA's.

what worked for me was loads of wd40 (I think I emptied one whole can for two bolts) + breaker bar. Smacking it with a BFH works well too.
Up here in British Columbia, the roads are salted and wet about 2/3 of the year, so I know what you mean when you can't get that bolt out!

I had a hell of a time trying to get the LCA bolts out on my 5 year old Integra. I used an impact wrench which did not budge the bolts. I ended up using a 30" long breaker bar. One crack at it, and it budged enough to loosen completely. I did soak the bolts with WD40 overnight.
