Fuel level reading problems

Recently, my fuel level reading stays at FULL and keeps rising over F reading untill there is a what seems like a discharge of electricity on my cluster as all the lights light up momentary, (turn signals, ...) and then it comes down. But shortly after that it keeps climbing up over the F mark.
Any ideas what's happening?

I better tell the whole story.
This problem started right after my radar detector plug got busted (fell apart) in the ashtray accessory +12V port. The plug came apart and a part of metal fell into the +12 V and the most bizzare part is that shorting cased the "truck open" light to come on the cluster. Literally, I was driving with my finger in the port trying to get that metal piece out and the light kept on coming on.
At first, this was causing the clock to reset to 12V but eventually this blew one fuse (clock, int. lights) but after changing the fuse, lights and clock are back on, but the fuel level is not working properly. Hmmmm.
