Default Timing light gives two different readings

Ok, here's the scenario:

If I set the timing advance on the timing light to zero, I read 15 degrees advance (pointer aligns slightly before the red mark)

If I set the timing advance to 15 on the timing light, it doesn't quite line up with the white TDC mark. Setting the timing advance to 17 on the timing light makes the TDC mark line up.

So which is the correct reading? 15 or 17? Has anyone else had this problem?

The timing pointer aligns between the 14 and 16 mark with the timing light set to zero.

Yes, I'm using a jumper to keep the timing steady at about 850rpm according to my VAFC.

It's a summit racing timing light. I guess I could try to find someone else with a timing light and compare readings.
