Default Rev-limiting too soon and car extra weak!!! need help

well i bought the car from an acution its a 1995 dx coupe 5spd. well when i bought it i couldnt open the hood but i got it open at home and it had a 1.5 dx motor but it looks like it had another motor in it before maybe a vtec because i looked at the computer and it was a p28 there where two black wires coming from it that lead to the engine conpartment but not connected to anything. at the distributer there where 4 wires that didnt look right. two of the where just hanging there not connecter to anything they were blue and they looked like they were from the harness not added and the other two were from the dizzy plug it looked like they were getting power for something not sure for what. well anyways my problem is that my car is rev-limiting at aroung 5500rpm from what i can hear (no rpm guage dx) and when it does it sounds like its choking or something it sounds horrible and the car runs really really weak its imposible to take off in second gear from a stop. i know its a dx motor and its not supposed to be fast but i had dx's before that ran way harder am pretty sure its not supossed to be like that. when i go from first to second it sounds like it goes from first to third. I was thinking it could be that i have a p28 ecu and i dont have a vtec motor or maybe those wires have to do something to do with it, am not sure i need help, what do u guys think

And of course you have a check engine light, right?

I think it might be because you are running a p28 with a non vtec motor, therefore the rpm limiter is lower because of no vtec engagement.

Prob right run the correct ecu until you get a vtec whether it be d16 or b16

those 2 blues wires coming from the disturbter is for the tech(RPM). so how do you really know where your car is really redline at if you don't have a rpm gauge in it? and if you are going to drop a b16 in it then you should do everything right the first time then taking short cuts.

i installed a tach today and i was right it redlines at 5500, also i got the wire colors so if someone knows what they are for please let me know. there are 3 of the cus one of the was the rpm guage one. there is a cut black with a yellow stripe there is a cut blue with black stripe (not the rpm signal wire) and there is a black one, i was thinking that maybe those were the factory vtec wires cus like i said the car had some type of vtec motor in it cus it still has the vtec ecu(p28), maybe the left the vtec harness and put the old motor back. anyways let me know what u guys think.
