Its a rear foglight. Overseas people are smart and only drive with there foglights on in inclement weather. That light allows cars that are coming from behind to see. In the states when you see that german car with what looks to be a faulty taillight? It's the rear fog.

And Jim, it's funny you mention that about the girls. This one Spanish guy that was in the hostel with us almost got arrested because these two "nice girls" totally took advantage of him and tried to blame him for stealing food or something He wound up literally running from the cops and then hid out in the room all night
