The diameter of the inner springs is too small and thus will make contact with the valve stem seals. I have the Webcam valve spring/titanium retainers kit for an H22a. Is there something that maybe the machine shop did not do that is causing this or by any chance are the inner valve springs the incorrect ones?

Have you tried contacting web cams? It sounds like they sent you the wrong set.

 

I just contacted them. They said the clearance between the inner valve springs and valve stem seals is very, very minimal. They said this is normal and won't cause any problems.
