What are the signs of a bad fuel pressure regulator?
If the diaphram is ruptured, it can cause a rich condition by letting fuel pass through the vacuum line to the manifold.

It could. When you shut the engine off the fuel pressure would bleed off through the regulator and puddle up in the manifold. It's easy to check: just pull off the vacuum line to see if there is any gas in it.
