No, first there wasn't an ITR with a P28. It came with a P73. Second, the P28 is OBD1 and your Civic is an OBD2A. Third, if you convert your car to OBD1, the fuel maps are different for the engine. It will run, but not up to par as a P2E would.

The first ITR was in 1996/7, and even in Japan, it wasn't OBD1, and definatly wasn't a P28.
