Default Cleaning Valve Cover - please look =)

I have a powdercoated black valve cover, and it has a bunch of little white speks on it from when the apartment resprayed my shower The people that did it said that I wouldn't need to move it (it was right outside the bathroom door), but the next day when I went to install it, in the sunlight, I could see a bunch of tiny white speks. I tried wiping it off but they wouldn't come off.

Any idea on how to remove this stuff. It kinda looks like paint splatters, but very fine. Its some **** they spray on the shower that hardens when theres a crack I guess... Any ideas?
