Default What would cause a loss of torque?

What would cause a loss of torque? My car has lost a considerable amount of torque 30-40 ft/lbs probably. The compression is perfect. The tune is good. I had the tuner re-check everything and make some adjustments but I cannot figure out for the life of me where the torque went. The first time I had it tuned it was 30 degrees out. I couldn't help it and I had already driven a few hours. I noticed about 2 weeks after I had the car tuned that the car had lost power. The ECU had appeared to make some changes and so he re-tuned but the car has lost torque and hp, but more tq than hp. I cannot tell if it's a boost leak or its the change in weather or if it's a timing issue. How much timing should be run at different levels of psi and different voltages. I am running 15psi on a F23A1 w/ CP Pistons 8.5:1, Crower Rods.
