prelude vtec problems tdc sensor????? where help

hey i gotta 93 prelude VTEC, wen i first started driving the car last week i didnt think it was problem. it would turn over for 3-5 seconds before starting. but it ran great. however ITS NOT FAST ! it feels similiar to my old 92 accord ex except it will rev more. the power is smooth and consistent all the way till 7000 where it hits the rev limiter. it redlines at 7500 but revlimiter is at 7000. ??
anyways, i went for a ride in another prelude and wow it has TONS more ***** than mine. nite and day difference in power. i checked my CEL code and its 8. my tdc sensor. I cleaned my vtec solenoid and filter adn tried it again. Ive came to the conlusion that my vtec is not engaging. Is the TDC Sensor causing this?? Where is this sensor? How do i make it work like its supposed? PLEASE HELP
