either comptech or asr piece are probably the best

you can also mount a sway bar to those that wont break the rear subframe which will improve handeling 100x more than just the brace

A lower tie bar is not the same thing as subframe reinforcement. A lower tie bar will not doing anything to improve handling, and AFAIK there is no design out there that is a good subframe reinforcement either.
ASR's subframe reinforcement looks to be the best on the market. How necessary it is depends on how aggressive you go with the swaybar, what chassis you have (I think the EK's are more prone to subframe tearout), and your rear spring rates.

I would still be careful, as it can happen for the 92-95 as well. There are a couple diff variables and afaik there's relatively few well documented occurences, so there is no hard-and-fast rule as to if and when you will experience it.
The only good rule to go by is "better safe than sorry". You really don't want your subframe to tear. I would consider the subframe brace piece of mind if nothing else, and if you ever did decide to run a more aggressive rear setup, you would be all set.

it does stiffen as a tie bar, but its primary function is to reinforce the subframe against tearout due to a large rear sway bar. the tie bar-ness is just a bonus
*edited because i realized i spelled large Karge*

If you get a good swaybar, you don't need subframe reinforcement. Progress rear adjustable

No, I said I wouldn't call a lower tie bar a subframe reinforcement. The piece has to do a lot more than connect the two points.
