Yeah I'm actually curious myself, I've got the same problem where the paints chipping, I'm assuming just any generic black flat spray + clear coat would work just fine, I would clear coat it simply to protect the paint and just do a flat/satin finish, dont want a ricer high gloss black = teh lame
I had to repaint mine, the same thing happened. Pop the hood and follow the wiper arms to the cowl. There is one bolt holding each of them, 10mm if I remember. Sand them down and paint them like you would anything else.
i used duplicolor gloss black on mine, they look good
for removal, undo that one bolt, (must pop hood)
then push down on the arm to straighten them out and they will pop right off

You dirty ricer.
On a more serious note, you could just take of the remaining paint and polish your arms.

At my job.... I do this in less than 30 seconds.
I put a big piece of paper (..you could use some newspaper) under the wiper, send it quickly with 400grip sandpaper and clean the dust left. I usually spray "flat black", because it dries quicker than "semi,or gloss black".
If you want, spray some "clear coat" on top of the flat black, it will help to last longer.

you actually need a 14mm wrench to remove the nut, I just painted my blades last weekend. i got most of the paint off with 150 grit then finished with 320 grit. they came out nice, makes a huge difference in the appearance of the car.
haha i had the same problem but i don't know why u guys are going to take off the wiper arm, i just stuck some newspaper under the blades and arm and then sprayed it, boom done 5 min job with no tools, make sure u cover everything

?i don't know bout that one, yea they'll look better sanded down and repainted but a few coats of paint won't do much, anyways its just a wiper arm to me, its not like anyone is ever going to come up to me and say "hey, nice wiper arms", so as long as they match the car then im fine

If it doesn't look like any other bolt you can buy at the hardware store, you'll probably have to go to the Honda dealer. Find the one you lost. I couldn't have gone far. Good luck.
If you plan on keeping the car for a while longer, just buy new arms and blades.
Or, if you want to paint them, as stated above take a piece of newspaper or cardboard, slip it under, and hit the arms with a quick coat of flat black. I wouldn't bother sanding them unless you really want to.
I've not done this with my Honda but I have with my old commuter, an '88 Chevy Corsica. Worked wonders on the door handles too which were black.
