Default dim headlights

If i don't have my headlights on high beam, they are much dimmer. I compared my headlights (highbeam off) with another and it was dimmer. What could be the problem? I heard it was because I used to have a system without a capacitor and sucked a lot of the power from the alternator. Could this be the problem?

Lets list a few possiblities,

1) different bulbs than the other car
2) improperly aimed head lights
3) bad grounds
4) bad or corroded connections at your bulbs or anywhere else in the circuit
5) relay is getting bad
6) dirty lenses

I could go on. If you are worried about your "system" drawing all the power or having an effect try disconnecting it and see if anything changes.
