Fuel Gauge voltage

Default Fuel Gauge voltage

My fuel gauge is stuck on E. I unclipped the connector at the sending unit, jumpered the wires, and the gauge does slowly rise. I take it the gauge is functioning.

Here's the problem: when I probe both wires with the ignition ON, I only get 6 volts. I think I should be reading battery voltage. I tested the ground wire, (G511) it's okay. I checked the #1 10A fuse, it's okay.

Is the only thing left to check the continuity of the yel/wh wire? I doubt the yel/wh wire has a break, because if there was a break in that wire, I don't think I'd be reading any voltage. I assume it's a problem that I'm only reading 6 volts. Any suggestions why I'm not reading battery voltage?
